[Xrayops] Y emmiitance and coupling change fixed

[APS Experiment Hall X-ray Operations Problem List]

At 09:22, on 03/10/07 the storage ring beam vertical emittance decreased 
by more than 10%, and the coupling dropped to 1.285.

This was due to a change in the CPU H coil and V coil amps.

At 09:30, on 03/10/07 Operations adjusted the emittance ratio, the 
coupling is back to 1.5%.A new SR UBOP has been installed. Printouts in 
the MCR.
