[Xrayops] Top-up and SR controllaws aborted.

[APS Experiment Hall X-ray Operations Problem List]

On 07 AUG 08 at 08:48 communications were lost with IOCS25FB. Top-up was aborted 
and the SR orbit controllaws were aborted at 20:52 to facilitate the reboot of 
the IOC. At 21:00 the controllaws were restarted and top-up was restarted.
