[Xrayops] Ongoing IOC reboots

[APS Experiment Hall X-ray Operations Problem List]

We are continuing to investigate a communications issue with a SR vacuum and PS 
equipment IOC. So far, this IOC has been rebooted and power-cycled to faciliate 
the investigation and repair. Shortly, a card in the IOC will be replaced which 
will require another power-cycle. Announcements will continue to be made when 
TopUp and Orbit Correction are aborted and restarted.

Another email will be sent when the problem has been resolved.
