[Xrayops] Shutter Permit enabled

[APS Experiment Hall X-ray Operations Problem List]

At 05:16 Shutter Permit was enabled with 102mA stored and TopUp running. The 
repair of the SR DCCT [DC Current Transformer] has been completed and the 
necessary validations performed.
