[Xrayops] Brief TopUp and Realtime Feedback suspension

At 1715 today November 13th a configuration change was made to Realtime 
Feedback. This required TopUp and Realtime Feedback to both be very briefly 
aborted. All controllaws and TopUp were running again within 4 minutes. Slight 
elevated beam motion may have been noticeable.
