[Xrayops] temporary suspension of orbit control

[APS Experiment Hall X-ray Operations Problem List]

At 13:20 today, February 4, orbit control will be suspended briefly due to an 
IOC reboot. This is expected to take no longer than a few minutes. An 
announcement will be made at the time of the IOC reboot. Notification will be 
made when orbit control is resumed.
