[Xrayops] SR Beam Motion spikes tonight 2/14

Starting at around 1840 on Feb. 14th there have been intermittent brief 30Hz 
Vertical Beam Motion spikes. There has also been periods where the base motion 
has been slightly elevated. The cause of this is known, and efforts are being 
made to correct the situation.
