[Xrayops] Beam Loss caused by power bump

[APS Experiment Hall X-ray Operations Problem List]

At 18:20 today July 23, a major power bump took down many APS systems. At this 
time Facilities personnel are attempting to restore the APS power feeds. APS 
personnel from the Technical Groups have been contacted and are sending 
technicians in to restart systems.

Further emails will be sent out with ongoing status reports. As of this time it 
is not possible to give an estimate for beam recovery, however it is anticipated 
that it may be multiple hours before systems are ready for Injection.
