[Xrayops] APS Systems recovery update

[APS Experiment Hall X-ray Operations Problem List]

Following the power bump that caused many APS Systems to trip, as of now (7/23 
@2030) we have clearance from Facilities personnel to go ahead and start turning 
equipment back on. Personnel from multiple technical groups are onsite, and will 
be working to prepare the APS for beam operations. Further emails will be sent 
as and when we have further repair information and/or an estimated time for the 
next Fill.
