[Xrayops] bad Xray BPM removed from the orbit correction

A bad Xray BPM (S22ID:P1) has been removed from the orbit correction in the 
horizontal plane at 21:28 on 6/27/10. This BPM caused two instances of RMS beam 
motion at 14:22 and 21:11 earlier today, when ID 22 moved their gap.
