[Xrayops] Top-Up stop and partial beam loss.

[APS Experiment Hall X-ray Operations Problem List]

On Thursday October 14th, 2010 at 10:30 Top-Up timed out and was restarted 
without incident. 
On Thursday October 14th, 2010 at 10:36 stored beam dropped from ~102mA to 
99.3mA. Top up is ongoing and beam is recovering back up to 100mA. 
Vadim Sajaev, Karen Schroeder and Operations are investigating the situation.
