[Xrayops] SR orbit control law back in range.

On Sunday 03/20/11 from 02:45 to 06:58 Storage Ring Orbit Control Law was out of 
range. 
As of 06:58 the investigation is ongoing, but the SR orbit control law is back 
in range.
