[Xrayops] User operations to begin as scheduled, Wed. @ 8a.m.

Although much work remains, we anticipate that we will begin user operation Wednesday at 8AM per schedule. However, due to difficulties that emerged over the weekend, the plan is to begin with less than 100 mA (e.g., 80 to 90 mA) and slowly raise the current to 100 mA during user operation. We will provide updates on this page of any changes.
