[Xrayops] Refill delay ongoing due to B:EK power supply repairs

[APS Experiment Hall X-ray Operations Problem List]

Problem: B:EK power supply troubleshooting is ongoing.

Activity: Booster tunnel access after switch-gear lockout/tagout is complete.

No estimate for repairs are known at this time, however a best guess puts us AT LEAST 2-4hours out (i.e. minimum to recover from a tunnel access).
