Top-up operations have resumed. There was a problem extracting beam from the PAR 
due to a power supply issue. The situation has been corrected and Top-up is 
ongoing. There will NOT be a fill-on-fill as beam is expected to recover to 
~100mA within an hour of resuming top-up.
